Yes, he proves that the spark of genius is not dead, and that the lone inventor can still accomplish great things. I suspect the "balsa wood and duct tape" comments came from the police officer or reporter, applying a bit of creative license. The late Dave Cloud of Washington state had a similar penchant for EVs that did the most with the least.
