I meant the watt-hours seem to still be there, but the amps come out at a 
lower voltage (making my car sluggish). 

Is it a controller's low voltage cutoff that is limiting the range? Or a fear 
of voltage going so low?
My understanding is just the internal resistance goes up with cold. I guess you 
lose power to that IR..

Amperes IS a measure of how fast the energy leaves the battery.

Or do you mean amp-HOURS?  That's the unit you use to measure energy.

Lead batteries always have less apparent capacity when they're cold.  
Lubricants are also stiffer at lower temperatures, so the EV also uses more 
energy per unit of distance.  Range always is less in the cold.
