Check the exact specs on your proposed battery pack.  Many (most?) will safely 
discharge down to into the lower temps range and only require the charging part 
of the equation to be over 32F, or whatever is listed.  You should see both 
ratings listed for most battery manufacturers.
Some of the ebikes offer a removable pack, and I would think that would be a 
huge advantage in this situation!  Like, my old "gen1" Currie Trailz ebike from 
2008 had a rear rack that would hold up to 2 of the "RMB" battery packs.  You 
would simply unlock and pull them right off of the saddlebag slot they mount 
in.  And can then park the bike wherever needed, but walk the battery packs 
inside to charge where the temps are good.

In spring 2024 I bought an e-bike from MFC, an assembler located north of 
Paris.  They supply some of the mid-price e-bikes sold in France at mass- 
market places such as E. LeClerc and Intersport.  I'm not aware of any 
safety problems or recalls in their bikes other than one case, which 
involved a midmotor pedal crank that tended to shear internally, not a 
battery problem.  

The lithium battery is Chinese, but I trust MFC to have picked it reasonably 
carefully.  With their volume, recalls would be expensive.  

I'm not afraid to charge my e-bike in the garage any more than to charge my 
car in the garage.    

I may be overly cautious, but I would be leery of batteries offered on 
Alibaba, Ebay, and Amazon, unless you have a way to vet the manufacturer.  

In 2011 when I was converting a Pb scooter to Li, I looked on the e-bike 
forums such as Endless Sphere for battery vendor experiences and 
recommendations.

Also, some folks use name-brand power tool batteries, reconfigured.
