Are you sure that's what you have? I admit I'm far from a lithium expert, but I've never heard of or seen "dry charged" lithium cell, or cells with any kind of electrolyte access at all. The ones I've been introduced to have been sealed. You might want to snap a picture of your cells, especially any labeling on them, and post it somewhere publicly readable without a login. Then post the link here. I've used postimages.org for years, but lately they seem to have gotten kinda naggy about signing up for their rather expensive memberships.
