God gave humans the free will to choose good or bad, and God gave the scripture 
to guide us. 
Unfortunately most scriptures and / or other books written around them have 
human interpolation.

It is up to Muslims to study and understand, and practice.

God does not need the 'bad people', neither does religion. In fact, to the 
contrary, it's the good people, in the beginning of the prophetic missions, who 
have played a very significant role.

Muslim scholars, legislators, civil society and each individual needs to put in 
the effort.
