On 
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Control/SecurePiperServers/w
inreg - the permissions on that key were missing the Administrators
group. Once we added that, and granted read & full control, all of the
problems went away. Didn't require a reboot. During the course of the
troubleshooting, we did install SP1, but that didn't help.
