Based on my test their secondary server is a problem.
It refuses SMTP connections and is also blacklisted on 5 different
lists.

I think your EXCH box is trying the secondary server first, it can't
connect and then tries the second one and it goes through.
You can try flushing your DNS cache or perhaps add a SMTP connector in
EXCH just for this domain to always use the address of their primary
server.

Maybe it's a problem with their backup mail server? Since it only
happens on ONE domain, I'd guess it's on the remote side of things.

There is one only domain that I seem to have problem with and I keep get
