Based on my test their secondary server is a problem. It refuses SMTP connections and is also blacklisted on 5 different lists.
I think your EXCH box is trying the secondary server first, it can't connect and then tries the second one and it goes through. You can try flushing your DNS cache or perhaps add a SMTP connector in EXCH just for this domain to always use the address of their primary server.
