You could put off upgrading to Exchange 2007 until you're prepared to run it properly.

Seems to me that this is a serious problem for small shops, and a discouragement to upgrading. I hope that we and/or MS and/or third parties can come up with a solution. One solution that occurs to me is to do an Exmerge of all mailboxes every day, which could presumably be restored to an 03 server. But that is so cumbersome that it's hardly practical.
