You can also make the temp server an exchange 2003 server, by the way. So, any 32 bit system (physical or virtual) can be brought up with Exchange 2003, move everything over to it, rebuild the exchange server as 64bit Exchange 2007, move users back.
It's not fast, but it fits the budget. Just as valid to do the desktop with 64bit and Ex2007 or a VM or 32-bit system with the 32-bit eval version of Ex2007.
