Those kinds of slow connections can be caused, among other things, by:
- Windows looking for defunct mapped drives
- synchronizing offline folders (NTFS offline, not Exchange)
- runaway spoolsv process
My hunch is you're more likely to find the culprit in Windows or the network
than in Exchange.

Long time lurker, infrequent poster...
I have a few users that are remote to the company, and use Outlook 2003
(with Exchange 2003) in cached mode. They establish a PPTP VPN
connection through a Cisco VPN3005 concentrator, and then Outlook can
pick up the connection and synch in the background, and it works very
well in most cases.
I have one user who is having connection issues though, and I've about
run out of things to test.
For all of the other users, when they establish their VPN connection, it
usually takes outlook between 15 seconds and a minute to go from
"Attempting to connect" to "Connected" and then their connection time
varies depending on how much new mail they have (obviously) but for this
one user, it takes outlook consistently between 7 and 9 minutes to
connect.
I've verified that his DNS is set correctly, that the DNS binding order
is correct, and that he has general connectivity. I have no problem
VNC'ing to him once he's connected, and can make a connection to shares
on his machine without any issue, but the outlook connection simply
won't cooperate. I even went so far as to completely reload his machine
from scratch, and still no change.
I seem to remember that there was a connectivity test tool at one time
to verify Outlook's connectivity to the Exchange Server. Am I imagining
it? Anyone else have any other suggestions? I'm about to send him a
loaner laptop to test with, to try to eliminate the hardware as an
issue, but I figured I'd reach out for opinions as well.
