Paul, Normally its how loud they whinge, how important the data is, and how high up the management food chain they can go (and not in that order)
The first response should probably be "No, you cant have it back", then work from there. Don't ask why they want it back, they will always have some lame excuse. Users will try to get IT to do it, even if they don't REALLY need the data back. In some organisations I've dealt with, there is a financial penalty for getting data back (when the problem was user induced), since the IT guys typically would do it after hours (too busy during the day to build EX servers). That normally puts things into perspective, and if the data IS critical, they will pony up the money to have it done. Their management will need to supply the money, and would be in a better position to a) deal with the whinging user (always a good thing), b) decide how important the data is, c) usually make sure it doesn't happen again. Obviously with server failures or entire DB corruption, that sort of thing gets fixed, no questions asked.
