Got it to work finally. Looks like it is very very picky with regards to syntax now, you need to have the "<>", the "~", use "/" and do not need ".eml" anymore. Man, what a pain. Maybe in Windows 2003 we'll get to add even more arbitrary and meaningless characters to get this to work.
