To the best of my knowledge, only two things can cause a mailbox to be quarantined: Crash count (as indicated by MSExchangeIS Event ID 1014) or 5 slow RPC requests in your mailbox context.
Almost certainly a bad Outlook add-in or bad application. Regards, Michael B.
