For the record Raiffeisen Bank does offer loans to foreigners.  I have a 3
yr USD car loan @ -9% interest.  The Bank holds the passport until the car
loan is paid off.  My loan will end in Feb 09.  I have been here in Russia
5+ years on a work visa. Restrictions: Must be employed by the same company
for 1+ years and be able to provide them with official documented proof of
income as a permanent employee. Must be for a new car purchase only.  Must
be able to place a down payment of a minimum of 25% of the price of the
vehicle. The whole process in obtaining credit took 10 days.  The credit
authorization was valid for 90 days.  Raiffeisen bank will supply you with a
list of authorized automotive deals and insurance companies.  They are
foreigner friendly speak English and very easy to deal with.

If you are in the centre there is a very accommodating branch on Tverskaya
Yamskaya right near Mayakovskogo metro.
