Nick, The solution is very simple, no need to install anything.
Go Start, Control Panel (click to switch to Classic View), double click Regional and Language Options, then click Advanced tab, in Language for non-Unicode programs select Russian. Click OK. You will be prompted to reboot, reboot and your Russian language menus will display properly! Cheers.
