This solution may work for the Professional version of Windows, but not with
the Home version sold on many less expensive PCs. If you have a Russian
version of Windows that is not the Pro version, then to get English menus
you need to buy a full new English version and reinstall.

Before Vista, most PCs I saw in the shops in Russia had the Home version. A
colleague bought one. When he realized he really did need English menus, he
installed an English version of Windows. Many of the drivers then did not
work.
