If shorewall is shut down - it by default shuts down everything except what is 
meant to be open. Don't know the name of the config-module anymore ;) Sorry.
This is the pessimistic approach - which is IMHO correct.
So - to get it to work - install Shorewall correctly - and activate it - and 
it will work.
