Could they be missing some steps from Patanjaji, or perhaps some other ingredient?

They are actually missing quite a lot. They're missing authentic instruction in meditation, compared to the Patanjali tradition. They're also missing the fact that each of the sutras for siddhis have oral instructions which go along with them. The sutras are just brief notes to jog the memory. Some, like levitation, include several sutras and instructions for not only mastering a certain form of prana, but for raising that prana into the skull. This is very dangerous, in that this is the same prana that yogis say lies behind the manifestation of thought or thinking processes. If you 'get it wrong', you can go insane.

As one teacher said 'it's a sharp path'.
