Hmmm.... I should point out that that wasn't official ORG policy that i was quoting, but a dimly recollected paraphrase of a post on their discussion list (that didn't necessarily come from a board or advisory council member.) However, IIRC, ORG policy essentially involves a 'ground-up' rethinking of copyright law - to start from scratch and examine what sort of protection is necessary (none perhaps?) or desirable, which of course raises the question "desirable to whom?".
