I was arranging recently for orchestra and chorus and did this sort of thing in what I called a "work file", a regular Finale file with fewer staves. I worked out and stored ideas that would or could come later in the arrangement, but that I was unsure of in some aspect. I stuck mainly with notes (voicings, harmonies, lines) intentionally avoiding measure attached exps. and lyrics. Maybe it wasn't quite point and click as requested above, but the process worked well for me in this situation. I can't see the benefit of too much development of some new notepad or scrapbook feature when there are viable solutions already.
