I don't know how this worked in Fin2000, but in FinWin2003 I just entered 7 8th-notes and an 8th-rest. Chose the note-mover tool, clicked in the measure, drew a box around the 3 handles for the final three 8th-notes and the rest (which didn't have a handle) and clicked and dragged them all to the lower staff and the 8th-rest went right along with the notes, leaving behind a half-rest as it should be.

Then I did another experiment by entering 7 8-th notes and then dragging the final 3 down to the lower staff and they moved fine. Then I used the speedy-entry tool on the bottom staff, moved the cursor beyond the last 8th-note and hit ctrl-shft-4 and entered an 8th rest which remained on the lower staff.

It may be that in 2000 you have to enter rests in the lower staff and hide all but the final 8th-rest.
