Hi David, That's interesting. I just tried it again on my FinWin2003 system and confirmed that note mover in cross staff mode most assuredly does not move rests, whether at the beginning, middle, or end of a measure.
>From your description, it sounds like you have some sort of option on to fill things with rests automatically. When I move things cross-staff, I nearly always do not want rests appearing in the old staff, and indeed they do not appear on my system. I suspect you are seeing automatic rests appearing rather than cross-staved rests. But I couldn't find what option in Finale would do this in a quick search.
