That was my mistake -- I was not doing cross-staff. I forgot that wasn't the only use for Note Mover and had neglected to check that before trying my experiment. So I was actually moving the notes to the other staff, not simply having them appear in the other staff as they do with cross-staff. And no, I wasn't able to get the rest to move or to be entered and appear in the other staff either.

fill things with rests automatically. When I move things cross-staff, I
nearly always do not want rests appearing in the old staff, and indeed
they do not appear on my system. I suspect you are seeing automatic
rests appearing rather than cross-staved rests. But I couldn't find what
option in Finale would do this in a quick search.
