The Select Partial Measures can be selected or unselected from the staff tool as well as the mass-mover tool. Be sure to select it and then you can highlight just a part of a measure and apply the staff style to that.

space almost as large as if they had real notes in them. How can I fix

I have tried deselecting "Hidden Notes" in the Music Spacing options, and
selected "Ignore hidden layers" in the layer options.

How do I get Finale to ignore the notes when spacing?
