In general what instruments need necessarily two staves?

and writing as an organist, there is enough choral music with organ accompaniment by English composers where, despite the fact that the part is somwhat complex, are still only written with two staves, that if called upon to do so, I would show the organ part on two staves without qualms. However, when I re-engrave this music, I generally use layers 1 and 2 for manuals, and put the pedal in layer 3 (and 4, if the need arises), so that, if I choose, I can easily move the pedal part to a separate staff later.
