The best method I've come up with so far is: In Staff Attributes / Items to Display uncheck Augmentation Dots. Then use the Articulation Tool to place a dot next to the stem.
Servicable but more trouble than I like. I may try your mostly invisible staff idea to see if I can get it to work.

An involved one includes a mostly invisible (0 length stems, blank flag characters, 0 width beams, etc.) staff of the same music but with the notes all reduced to one pitch so that the dots are all lined up.
The staff would be a chore to setup but would be reusable. But how can I reduce all of the notes to one pitch?
Any other ideas?
