Actually, it's not so true at all of Japan and many European countries. Those places long ago upgraded their telecommunications infrastructures in ways that make delivering broadband substantially easier than in the US, where we are saddled with an ancient infrastructure and no willingness on the part of the owners to spend the money to upgrade it. -- David W.
