It either is or it isn't. If it is, it can't be run in any browser 
(though it will be using the IE rendering engine). 

But I didn't mean to imply that it was HTML Help -- I was only giving 
an example of yet another instance of a major company trying use HTML 
for help files and getting it badly wrong.
