The NY Times had an article yesterday about the Swiss threatening 
laws in German-speaking countries that prohibit discounting book 
prices, and the arguments involved there. I think it rather makes 
sense for countries speaking a relatively rare language to have laws 
like this, as it encourages publications that otherwise might be 
overrun by the majority languages. I don't think it would make sense 
for English-speaking countries, though.

Music is rather different, though, as it's an international language. 
On the other hand, compared to English, it's a rather small group of 
people who "speaks" it.

And UE is not by any means a small publisher, and isn't publishing 
critical editions so far as I know, most of which are supported by 
subventions and government grants in any event.
