That's VERY conventional in concert band music of a certain age. Part of the problem seems to be the degree of ignorance or inability to FEEL phrasing (as opposed to SEEING it) you assume in your musical target market. I'm very comfortable writing for my own community band because I know them well. Writing for either a middle school band or a top military band, I might make different notation decisions.
