I have the same problem. I have just done a complete re-install of X11, X11SDK and Fink/Fink commander. It has the xfree86-system virtual package shown in the installed components:

[gazzaroonii:~] gtate% fink-virtual-pkgs
Package: system-java13-dev
Status: install ok installed
Version: 1.3.1-1
description: [virtual package representing Java 1.3.1 development headers]


Package: system-xfree86
Status: install ok installed
Version: 2:4.3-1
provides: x11-shlibs, libgl-shlibs, xft1-shlibs, xft2-shlibs, rman, fontconfig1-shlibs, xfree86-base-threaded-shlibs
description: [placeholder for user installed x11]


But when I go to install things it keeps asking me to make a dependancy choice for other xfree distributions:

Confused I am. Maybe a reboot is what is needed..

    and I saw nothing saying this was different for Panther.

Funny, this is not what I read on this page.

It says, and I quote exactly,
Install this package if you have XFree86 4.2.x (or equivalent)
installed manually.
        So, if you do not have to install system-xfree86, perhaps
that documentation should be changed?
