If this is all you get system-xfree86-wise, then bits of the SDK are missing; when all you have is "shlibs" provides, that means it can't find the SDK files it uses to determine you have it installed.

Try doing a "sudo rm -rf /Library/Receipts/X11*" and re-install X11User and the SDK and it should work right. Sometimes Installer.app can get a little confused if a receipt exists but the files aren't there.
