"stable" in this case is basically an internal classification. To do literally what you asked would require


1) evolution and all of its dependencies would have to be moved over to the stable tree by its maintainer. This could be done--a fair number of people use it and I'm not entirely sure why it was never moved over.
2) A new binary distribution would have to be made. This happens only when major changes to the whole Fink system occur.
