Yes, that is the answer. Any packages which don't should be fixed. Feel free to add them to any packages which need it.
It is hard to detect which packages need this. You would have to install gettext-dev and remove libiconv-dev and then check which packages fail to build. The thing is they don't *need* gettext-dev, their configure script just uses it (in the form of libintl.la etc) when it is there.
The one package where for which there is no easy solution is libiconv itself. You cannot make it depend on libiconv-dev. It would need a kind of "BuildConflicts: gettext-dev". I guess we will have to live with this problem popping up from time to time.
