It would be a long list! Some examples that I found are xchat-ssl, wget-ssl, valknut-ssl, sylpheed-ssl, stunnel4, squid-ssl, socat-ssl, and sitecopy-ssl.
Note that valknut-ssl has a special exception in its license file followed by GPL v2:
<blockquote> In addition, as a special exception, Mathias Küster give permission to link the code of this program with the OpenSSL library (or with modified versions of OpenSSL that use the same license as OpenSSL), and distribute linked combinations including the two. You must obey the GNU General Public License in all respects for all of the code used other than OpenSSL. </blockquote>
xchat-ssl does not have a similar exception listed. So if any action is taken on this issue, it will have to be done on a case by case basis.
