So, who broke the tree?  Why is there a dependency on something that
cannot exist?

Supposing you are running Panther, perl581-core is a virtual package representing your /usr/bin/perl which is version 5.8.1 by default. If you run "fink-virtual-pkgs", you should see a "Package: system-perl" that "Provides" perl581-core".
