OK, I've been digging through redhat's specs to see how they handled qt installation, and apparently it's broken for them too -- they hand-install everything!
So I took a page from their book and reworked the Qt packages a bit so that things get hand-copied. Those of you that were having problems, I would appreciate it if you would give the new info and patch again: http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/fink/experimental/rangerrick/finkinfo/x11/ Just copy them to your /sw/fink/dists/local/main/finkinfo/ directory and do a 'fink install qt3' and let me know if this works for you. I'm pretty confident it will, since I'm bypassing their strange build. If it works, let me know, and I'll put the updated package into unstable.
