I have been trying to build xfree86 on Panther today. Every time I do, I
wind up with a bunch of the stuff in /usr/X11R6/bin as empty files.
Among them are startx, gccmakedep, mergelib, makefontdir, rstart,
rstartd and the list goes on. X obviously won't even attempt to start
up. Any ideas what is happening? I have yet to capture the build and do
some searching. I may try that tomorrow. These empty files all appear to
be shell scripts.

You don't give enough information (at least versions of fink and of xfree86) to start debugging this, but you can already look at one possible problem:

What do you get from "ls -l /usr/bin/cpp*" and from "/usr/bin/cpp3 --version"? If you don't have /usr/bin/cpp3 at all, you need to install gcc-3.1 from the developer tools disk image.
