It costs nothing as current 10 bytes in wire protocol anyway padded up to 12
bytes.
In this case I second your suggestion.
PS: IMHO, there is nothing bad to require a query to server to get TZ information from TZ
ID because it is rarely needed one-time query. Character set for string data always needed
it and nobody complained.
