Hi,

Not that I'm a active fish developer but in most of the open source 
projects I contribute too the channel with the projects name ie #fish is 
generally used for user support as this is where users will look, on 
smaller projects its also often used for development as well but for any 
larger projects generally development is split off into another channel 
thats less advertised like maybe #fish-dev for example.

Often the catalyst for the split is that development discussions are 
getting in the way of user support or the other way around, to me it 
doesn't seem like #fish is active enough that that is happening often. 
Open source users (especially ones that have been around for a while) 
will often come to irc for help as they may get a quicker response then 
on a mailing list and because its easier to go back and forward quickly 
to solve issues via IRC. Of course there is times when knowone currently 
active on IRC knows the answer which can vary alot depending on timezone 
and in these cases its better to direct people back to the mailing list.
