On top of this pull requests also have a nice discussion page on github
anyway from memory so its probably the best case for discussing
submissions, having said that if the pull request is fixing a non
trivial bug it might be good to have a ticket so it can be referenced in
changelogs and release announcements especially if someone goes to the
effort of making a script to pull out the closed tickets since last release.

As an aside the companies I have worked for in the past have generally
had separate processes for maintaining bug issues and code review,
partly also because the process for new features is also a separate
process normally driven by some kind of product management.
