I think if you read the reference you posted Mike re. Ca. Brand
Inspections, it all refers to horses sold or bound for slaughter.
It does look that way but they do have a Brand Inspection Law of some
sort. I never knew NY had one either until I saw the list of states that
do. Fortunately NY's doesn't really require anything to be done at all
the way it looks. Just a law for the sake of having one the way it reads!
