This is true.  When we bought our first fjord mare, she had already been to 
an evaluation. :)  Did rather well, but she was evaluated at 3.  And she was 
knocked down in a few areas because of her immaturity.  I have a copy of the 
notes taken that mention that with age she should show her wonderful 
potential.  Now that she's older, I will be taking her to another evaluation 
in the next couple of years.  :)
