Omar, fscommmand exec only works from with a projector i.e. not AIR in addition to this AIR will print exactly as any other AS3 application prints so if the AS3 print library allows you to do what you want then you can do it in AIR if not, then you cant.
I have to agree with Steven on this too if security isnt to much of an issue then use Zinc etc... Because AIR is a wrapper that is being pushed by a major company (Adobe) and because they've been marketing it heavily, and because they want it to be widely used and they want people to feel safe installing AIR applications, AIR cannot have the level of power that other wrappers have when it comes to accessing the operating system. The fact is, with any other Flash wrapper, you can do some truly nefarious things. Heck, you could probably achieve some nasty stuff with AIR as it is right now. If neither of those is important to your particular project, you probably are better off using mProjector or Zinc.
