[Flexradio] Bandwidth sensitive filter controls

I've done a mod to the 1.3.4 code adding a logarithmic filter width control 
and bandwidth sensitive IF shift controls to the console.   These have the 
benefit of giving fine control at small bandwidths but still allowing quick 
adjustment at larger bandwidths.

Would be interested in hearing feedback from folks on how usable they find
