I used to have this happen to me on a Dell machine I used for development. It would happen after a reboot the first 2-3 times I hit the On button. Then it would settle down (until I would reboot again). The fact that it happens on some machines and not on others led me to believe it was hardware dependant (i.e. some kind of parallel port issue).
