Barry, The reason is that the PA board has to be removed from the chassis/heat sink in order to install a higher power DC connector for the 60W model. That is not a field installable option. The original design plan for the FLEX-5000 was to offer only a 30W 2m upgrade. We decided to make the upgrade much more capable after the FLEX-5000 had been in production for come time.
