You wouldn't be happy with the results.  TerraGear cuts a hole in the
scenery exactly the size of the airport to avoid bleedthrough;
if you try to place an airport manually, you'll have to make sure it's
well above any of the terrain underneath.

That's the data TerraGear uses to generate them, but not the objects
themselves.  It would be a *very* useful addition to FlightGear if
runways could be generated on the fly from default.apt.gz when a tile
is loaded rather than at scenery-building time.  It's quite doable
(X-Plane works that way), and it should run fast enough that the user
barely sees a different in tile-loading speed, but it will be a bit of
a job.  Any volunteers?
