Actually, there are 3 port ranges defined by IANA:

1) The Well Known Ports are those from 0 through 1023.
- these are assigned by IANA

2) The Registered Ports are those from 1024 through 49151
- they are not assigned by IANA, the IANA lists these ports only as a 
convenience to the community.

3) The Dynamic and/or Private Ports are those from 49152 through 65535
- they are not assigned by IANA, and they are meant for temporary use only

But anyway. It's up to the server operator to decide which port to use.
