Those devpacks are created by users of Dev-C++. The FLTK core team does not 
supply such packages. Please contact them for information on what's going on. 
Maybe it's just a server that is down. If they are still active, I recommend 
that the move at least to the latest version of FLTK 1.1, better yet to 1.3.0. 
The improvements are tremendous.

As a last hint, FLTK is quite easy to install. Maybe you can use it without a 
devpack.
